Association of Doctors and Pharmacists of Kazakhstan (AD & PK) was established on February 6-7, 1990. Since December 24, 2009, AD & PK was renamed into RPO “National Medical Association” (hereinafter – RPO “NMA”).
It is a voluntary, self-governing, professionally-public non-profit organization that unites doctors on individual applications, and is created on a professional basis.
Currently, RPO "NMA" unites more than 60 branches, has representative offices in regional centers and large cities of Kazakhstan.
The main goals of RPO “NMA” are: to promote revival of prestige and social importance of profession of a doctor on the basis of high professionalism, humanism and mercy; participation in development of medical science and practice in order to preserve health of the population; development of non-state health sector; organization and implementation of charitable actions.
Currently, members of RPO “NMA” are doctors of Kazakhstan, honorary members are doctors from Europe and the CIS, and affiliated members - are students of medical universities of Kazakhstan.
For 28 years of its activity RPO “NMA” carries out the following:
•interaction with ministries and departments on the basis of signed memorandums;
• protection of the interests of members of their organization in state, international and non-governmental organizations;
• protection of rights and interests of its members in the event of conflicts and litigation;
• publishing activities, issues collections of conference materials;
• from 1996 to 2000 prepared and issued a weekly program for the population "Health" in Kazakh and Russian languages;
• educational activity, prepares independent experts, mediators in the field of public health, accreditation specialists of medical organizations and medical education organizations;
• independent examination of medical care quality;
• implementation of projects for non-governmental organizations in the framework of state order;
• Examination of legislative, normative legal documentation in the field of public health;
• awarding of the best doctors, nurses and clinics in the following categories:
- The best clinic of the year (Public recognition)
- "Altyn Dariger" (badge).
- "Meirim" (badge).
- Order "AVE VITAE" (badge).
• expertise in civil and criminal cases;
• consultation on preparation of documents for assignment of qualification categories;
• the work of a "hot line" for medical workers and the public;
• conduction of trainings, seminars on conflict prevention and legal issues;
• holding of republican, international conferences and assemblies;
• international health activities.
The following activities have been initiated by the National Medical Association for the expired period:
• Oath of the doctor of the Republic of Kazakhstan has been developed and approved by the Government Decree;
• humanitarian assistance has been rendered to victims of emergencies in EKO;
• charitable assistance to medical institutions in the form of medical equipment, techniques and medicines has been rendered;
• more than 200 people have been sent for training to the best clinics of the far and near abroad without attraction of budgetary funds;
• The Department "Medical Law" and "Medical Psychology" has been created, training programs have been developed and approved, more than 2000 people have been trained at these departments;
• Association of Mediators of Health has been established, a curriculum has been developed, Center for preparation of mediators of public health has been opened, mediator rooms have been opened on the basis of medical institutions;
• treatment and prevention center in Almaty, Institute for Postgraduate Professional Development for Psychologists and Physicians has been established;
• Association of Independent Experts "ZdravExpert" has been established;
• Association of Individual Entrepreneurs and Legal Entities "Association of Health Care Entities “ZdravAtameken” has been created;
• memorial dedicated to veteran medical specialists in the park of 28 Panfilov guardsmen has been opened, alley "For Life" has been opened;
•Alley of Physicians dedicated to doctors who died saving patient's life from Congo-Crimean haemorrhagic fever in Turkestan city (SKO) has been opened;
• Ethical Code of doctor, Ethical Code of mediator of public health has been developed;
• the hymn "We are Doctors!" has been written, which is translated into state, English, and German languages.
Representatives of RPO “NMA” represented interests of medical community on the Commission for holding of "Year of Health", National Coordination Council for Health Protection under the Government of the Republic of Kazakhstan, the Board of the Ministry of Health of the Republic of Kazakhstan. The members of RPO “NMA” are included into various commissions of local executive bodies, departments of MPACC MHSD RK in the regions, as well as on consideration of applicants for implementation of GVFMC. Since 2016, the President of NMA Sadykova Ayzhan Begaydarovna is a member of the Public Council of the Ministry of Health and Social Development of the Republic of Kazakhstan.
RPO “NMA” carries out international cooperation and is a member of:
• European Forum of Medical Associations and WHO;
• World Medical Association;
• EFGCP (European Forum for Quality Clinical Practice);
• Committee on Bioethics of CIS countries;
• Forum of Medical Associations of South-Eastern and European countries;
• World Association of Disaster Medicine;
• World Association of Hydrotherapy and Balneology.
In 2015, on the initiative of RPO “NMA” , International Public Health Coordination Committee (hereinafter referred to as IPHCC) was established, whose chairman is Roshal L.M., deputy Sadykova A.B. In the structure of IPHCC there are subcommittees:
• Eurasian Mediation Council in Health Care;
• Eurasian Council on Bioethics;
• International Committee on Health Accreditation and Certification;
• International Committee on Health Informatization;
• International Committee for Independent Examination of Quality of Medical Care.
